The tasks for establishing technical specifications for model are described and the problems which may occur in this process are identified. Then three-dimensional frame structure of the reliability -centered system engineering （RSE） technical specifications, contents and the problems that should be paid more attention in practice are prsented. Finally, taking one type of aircraft for instance, the method of diciding the scope and content for RSE technical specifications has been depicted.
